Part of Services to be Moved to Cyberspace

SE Lithuanian Road Administration (later – the Road Administration) is moving part of its services to electronic space. Therefore, Electronic Services Portal (later – ESP) will be developed, which will be used by the Road Administration to provide its customers the following high quality and immediate services: issue of permits to restrict traffic when performing works, permits to use state significance roads for bulky and (or) heavy goods vehicles, issue of permits to construct exit roads, approval of cadastral measurements of land parcels.

Before opening a public tender, market consultation on the development of ESP is invited.

“We invite service providers to take an active part in the market consultation on the development of ESP and to give their comments on the Technical Specification until 30 April 2021,” says the Director of the Road Administration Remigijus Lipkevičius.

Ideas and comments received during the market consultation will be evaluated. After market consultation an open tender will be invited to develop ESP. It is planned to announce the tender in the second quarter this year.

“The Road Administration aims to become modern and up-to-date company. Service digitalization is one of the ways to achieve it. Electronic Services Portal will help the customers of the Road Administration to get the required service since it will not require paper documents with physical signatures. All documents and permits will be endorsed electronically,” says R. Lipkevičius.

Everybody will be able to send an application, to check the drawn up contracts with the Road Administration and issued permits. ESP will also reduce an administrative burden for specialists who issue and administer permits.

It is planned to start the operation of the Electronic Services Portal in the second half of 2022.
