In preparation for the launch of the e-tolling system, annual vignettes will no longer be available starting this summer

Currently, vignettes are used to pay road tolls, but starting January 1, 2027, they will be replaced in Lithuania by the e-tolling system. In preparation for the launch of the new e-tolling system, it will no longer be possible to purchase one-year vignettes starting June 1 of this year. Once the Seimas approves the proposed legislative amendments, road users will be able to pay the road user toll until the end of 2026 by purchasing vignettes valid for one day, seven days, or one month.

“The e-tolling system implemented in Lithuania will ensure fairer and more proportionate collection of road tolls. The old payment method – vignettes – will be phased out as of January 1, 2027. Therefore, we urge operators of vehicles in categories M2, M3, N1, N2, and N3 to take these upcoming changes into account now and pay attention to the validity period when purchasing vignettes,” says Martynas Gedaminskas, CEO of Via Lietuva.

All vignettes that have not expired by December 31, 2026, will automatically become invalid on January 1, 2027. Road users whose previously purchased annual vignettes remain valid beyond January 1, 2027, will be eligible to receive a refund for the unused portion of the vignette’s price. A compensation procedure is currently being developed and will be announced at a later date.

The modern e-tolling system, set to go into operation next year, will allow tolls to be calculated based on the actual distance traveled, meaning that vehicle operators will pay only for their actual use of the roads, rather than for a pre-selected period for which a vignette must currently be purchased.

It is anticipated that the transition to the new e-tolling system will ensure a fairer, more transparent, and more efficient model for collecting and financing road tolls, in line with practices in other EU countries.

Like the current vignettes, the e-tolling system will apply to commercial freight and passenger transport using toll roads, which total more than 2,800 km in Lithuania. These traffic flows have the greatest impact on road infrastructure wear and tear, so the new system will help distribute road maintenance and renewal costs more proportionally.

Nothing will change for drivers of passenger cars (Category M1) – the road user fee will continue not to apply to them.
