Via Lietuva Signs E-Tolling System Implementation Contract with Austrian Tender Winner Kapsch TrafficCom

Road infrastructure company Via Lietuva has signed a contract with the winner of an international open tender, Austrian company Kapsch TrafficCom, which will implement and provide a state-of-the-art electronic road tolling system (hereinafter – e-tolling). This marks the completion of a complex procurement process that began in 2021. Once the project is implemented, Lithuania will become the first Baltic country to introduce an electronic road tolling system based on the “polluter pays” principle, enabling the development of a more sustainable road infrastructure in the country.

Under the contract, valued at EUR 13,4 million excluding VAT, Kapsch TrafficCom has committed to implementing the system within eight months. This will ensure that Lithuania will be fully prepared to transition to the new road-user charging system in due time, as it is required under current legislation to become operational from 1 January 2027.

“The signing of this agreement marks a turning point: after five years of stagnation, the e-tolling project is finally being implemented. Lithuania becomes the first Baltic country to introduce e-tolling. We are applying the right principle: those who drive and pollute more contribute more to the maintenance of roads. At the same time, it is also a technological breakthrough: e-tolling will contribute to the safety and intelligence of Lithuania’s roads as well as to the ‘STOP road damage’ programme,” says Minister of Transport and Communications Juras Taminskas.

The e-tolling system chosen by Via Lietuva will ensure a modern solution that meets user expectations and complies with all cybersecurity requirements. Under the signed contract, the supplier will adapt its existing e-tolling system to Lithuania’s needs and will ensure its smooth and uninterrupted operation throughout the entire five-year lease period.

The e-tolling system will enable transparent and fair charging of heavy vehicles on national tolled roads, ensure stable funding for the Road Fund, and help create a more efficient transport network”.

Ready for Smooth Cooperation

Two suppliers expressed interest and submitted bids in the public procurement process. The winning company, Kapsch TrafficCom, is among the leading e-tolling solution providers in the region. The company has successfully implemented systems in Scandinavia, Switzerland, Austria, France, Spain, Portugal, Bulgaria and other countries.

In addition, the company offers a broad portfolio of Intelligent Transport Systems (ITS), covering not only electronic tolling but also advanced traffic management, data analytics, and Cooperative Intelligent Transport Systems (C-ITS) technologies, which significantly enhance road safety and efficiency. These services are already used in Germany, Austria and the US, among many others.

The e-tolling system, already in use in most EU countries, will replace the current vignette-based system in Lithuania and will allow road users to be charged based on the actual distance travelled, ensuring fair road pricing.

As previously noted, e-tolling will apply only to heavy goods vehicles, which are most responsible for emissions and road infrastructure wear, travelling on tolled roads of national significance. The distance-based charging model will make a significant contribution to the formation of the Road Fund. In January 2023, the e-tolling project was recognized as a project of national importance.
